Members of the public may speak on an agenda item during the public forum section of the meeting or at the time the agenda item is called for discussion by the Mayor. Speakers are allowed three (3) minutes per speaker, and time cannot be saved, transferred, or assigned.

Members of the public wishing to address the Council on non-agenda items may do so with a three (3) minute per speaker limit. Consistent with the Texas Open Meetings Act, Council members cannot discuss or respond to non-agenda presentations.

All speakers are expected to maintain proper decorum when presenting and while in Council chambers. Threats, personal insults, vulgar, or profane language are out of order and may result in forfeiture of remaining time and possible removal from the meeting.

Citizens wishing to comment must make the request in writing and deliver it to the City Secretary at least ten (10) minutes prior to the meeting.

V.  COUNCIL COMMENTS

Pursuant to Texas Government Code §551.0415(b), the Mayor and each City Council member may announce city events or community interests and request that items be placed on future City Council agendas.

VI.  CONSENT AGENDA

All matters listed under this item are considered routine by the City Council and will be enacted by one motion. There will not be a separate discussion of these items unless requested by a Council member, in which case the item will be removed and considered separately.

VII.  NEW BUSINESS - DISCUSS AND TAKE ACTION

1.    Approval of previous meeting minutes

2.   Patti Haney - Bogata Trade Days

3.   Approval of new water rate codes

4.   Adjustment of second poly-cart charge from $10.00/month to $12.00/month

5.  Implementation of landlord policy, water deposits, service agreements, landlord and tenant responsibility for water service in the city.

6.    Residential poly-carts at RV parks

7.   Authorization of the 2021 Ford Ranger purchase -paid $35,205 on 5/17/2024, check #24123 to Johnston Ford

8.   Discussion of maintenance program for city vehicles

9.   Sale, transfer, disposition of police vehicles

10. Election training and travel expense approval (see item 1)

11.  Water waste certification 20-hour class $495.00, practice test $25.00, test $25.00, Dakota can take the course 12/10/25 - 12/12/2025 if you want to pay him to work on Friday, or 1/26/2025-1/28/2025 if you do not want to pay him to work on Friday.

23.  5-23-2024 City council agenda as posted meeting, the notice and posting requirements of the Texas Open Meeting Act.

24. 5-23-2025 Recognition and approval of minutes for the May 23, 2024, city council meeting.
25. Interim Chief proposal, Johnny Jarvis would like to submit a proposal to help out the city police department till a department can be reestablished.

EXECUTIVE SESSION

The City does not routinely list Executive Session items. This provision has been added to the agenda to meet the requirements of Texas Government Code §551.144(c). 

The Council may vote and/or act upon any of the items set out in this agenda. The City Council of Bogata reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any matter authorized by Texas Government Code, including but not limited to:

§551.076 (Deliberation regarding deployment of security devices or implementation of security policy)

It is anticipated that members of the City Council or other city boards, commissions, and/or committees may attend the meeting in numbers that may constitute a quorum of those bodies. Notice is hereby given that, to the extent required by law, this meeting may also serve as notice of a meeting of such other boards, commissions, and/or committees. These attendees may participate in discussions but will not take action unless the item is specifically listed on their own agenda in compliance with the Texas Open Meetings Act.
